Sterling Planning Board Chair and self-dealing, self-serving scumbag developer Carl Corrinne appeared before the Sterling D.P.W. Board on Tuesday evening, 14 October 2025, trying to get the D.P.W. Board to reduce its standard housing unit water connection fees just for him and his multi-family development located at 100 Clinton Road, the access road to which is now known as ‘Leo’s Way.’

Corrinne’s multi-family development is located on what is probably the UGLIEST SITE in all of Sterling for new homes, their duplex fronts facing the nearby triple-set of New England Power Company/National Grid high voltage towers and lines.
Scumbag Corrinne should NEVER have gotten a Special Permit from Sterling’s BENT Zoning Board of Appeals (ZBA) for that multi-family development BECAUSE Sterling’s Protective (Zoning) Multi-Family Development By-Law Section 301-4.2.3.4 provides as follows:
Open space.
At least 60% of the parcel shall be maintained as open space, and at least 40% of the parcel shall be contiguous open space, excluding required yards and buffer areas.
The required open space shall be used for conservation, recreation, agriculture, horticulture, forestry, or for a combination of these uses, and shall be served by suitable access for such purpose.
Underground utilities to serve the development may be located within the required open space.
Scumbag Corrinne’s multi-family development there DOES NOT comply with the above requirements BECAUSE:
1). His claimed ‘open space’ under the NEPC/National Grid high voltage lines is SUBJECT TO THE NEPC/NATIONAL GRID POWER LINE EASEMENT (RIGHT OF WAY), MEANING THAT SCUMBAG CORRINNE COULD NOT GUARANTY ACCESS TO THAT LAND AND COULD NOT GUARANTY ITS AVAILABILITY FOR THE REQUIRED USES UNDER SUB-SECTION b.. AS A MATTER OF FACT, NEPC/NATIONAL GRID IS NOW DOING INFRASTRUCTURE WORK ON THAT LAND.
2). THE HIGH VOLTAGE TOWERS AND LINES ARE ABOVE GROUND AND DO NOT SERVE CORRINNE’S UGLY DEVELOPMENT, IN VIOLATION OF SUB-SECTION c..
Sterling’s BENT ZBA knew all this and granted Corrinne a Special Permit anyway.
SO Corrinne sold his first duplex unit for more than $500,000 but, playing his Town Government Crony Insider Card, tried to claim that paying the $3000/unit water connection fee is a hardship.
WHAT AN A$$HOLE! But of course we knew that already.
